As Chief General Manager (HRD), MTI Ranchi, he orchestrated a major shift in SAIL’s learning and development philosophy. He pioneered developmental journeys that integrated multiple learning modes — experiential learning, digital courses, action learning projects, peer collaboration, and executive coaching — to create a holistic ecosystem of growth.
He conceptualized and launched two of SAIL’s flagship programs:
- “Aanya” – a pioneering leadership program for women leaders, focused on fostering inclusivity, empowerment, and gender-balanced leadership.
- “Tarang” – an initiative for young leaders, aimed at nurturing early leadership talent and infusing innovation and agility into SAIL’s workforce.

He also launched large-scale interventions to enhance employee engagement, using digital outreach platforms, peer networks, and learning forums that extended MTI’s influence far beyond the classroom — making learning accessible to every employee, across plants and regions.
His leadership also reinforced SAIL’s commitment to Skilling India, coordinating Recognition of Prior Learning (RPL) initiatives to formally certify and uplift unorganized workers — turning skill recognition into a national-level movement within the steel sector.

Prior to his MTI leadership role, Mr. Dhar served as Chief General Manager (HRD & Business Excellence) at Bhilai Steel Plant (BSP), one of SAIL’s flagship units.
At BSP, he led multiple organizational excellence initiatives, ensuring robust compliance with ISO standards and promoting Total Quality Management (TQM) as a culture of continuous improvement. Under his leadership, BSP won multiple awards at national forums like NCQC and ICQC.
He also pioneered “Unnayan”, a series of executive engagement workshops covering over 1,200 leaders across BSP — encouraging collective visioning and strategic planning for the plant’s future. His innovation, “QuestOn”, became an internal knowledge and quizzing platform that cultivated a culture of curiosity, knowledge-sharing, and intellectual growth across departments.
