Elon Musk’s Starlink Partners with Maharashtra to Bring Satellite Internet to Remote Areas

CXO Gateway Insight: Maharashtra Leads Digital Transformation with Elon Musk’s Starlink Partnership

Mumbai, November 5, 2025:
In a groundbreaking move that underscores the power of public-private collaboration, the Government of Maharashtra has become the first in India to partner with Elon Musk’s Starlink, bringing satellite-based broadband connectivity to the most remote corners of the state.

The partnership represents a defining moment in India’s digital leadership journey, one that resonates deeply with the CXO Gateway community — where innovation, technology, and visionary governance converge to create lasting impact.

The Letter of Intent (LOI) was signed between Lauren Dreyer, Vice President, Starlink, and Virendra Singh, Secretary, Department of Information Technology, in the presence of Chief Minister Devendra Fadnavis. The agreement, subject to central approvals, aims to connect tribal schools, primary health centers, and disaster control hubs across aspirational districts like Gadchiroli, Nandurbar, Dharashiv, and Washim.

Devendra Fadnavis, Chief Minister of Maharashtra, stated,

“With Starlink joining hands with Maharashtra, we are bridging the last digital divide – connecting every village, every school, and every health centre. This is a step toward building a future-ready Maharashtra.”

CXO Gateway recognizes this partnership as a benchmark of strategic foresight and transformative governance, where leaders leverage advanced technology to create equitable growth. The initiative aligns with the state’s Digital Maharashtra Mission, supporting its broader EV, Coastal Development, and Disaster Resilience programs.

The 90-day pilot rollout, monitored by a joint working group under the Chief Minister, will enable high-speed satellite connectivity for education, healthcare, and emergency response infrastructure — directly impacting quality of life and economic inclusion.

Lauren Dreyer, Vice President, Starlink, added,

“We are honored to collaborate with Maharashtra in this first-of-its-kind initiative. Together, we aim to demonstrate how satellite internet can empower schools, healthcare facilities, and communities across the most remote corners of India.”

This initiative exemplifies CXO-level leadership thinking — where innovation meets inclusion, and technology becomes a tool for transformation. Maharashtra’s move sets a precedent for other states and organizations looking to embrace next-generation connectivity for sustainable development.

At CXO Gateway, we celebrate such forward-thinking initiatives that inspire leaders to redefine the future of connectivity, governance, and growth.
