Based in the Denver Metropolitan Area, Spencer brings nearly a decade of experience at CoBank, complemented by extensive leadership experience in banking operations and loan administration. Her career has consistently centered on strengthening processes, managing complex lending operations, developing high-performing teams, and creating practical solutions that improve efficiency while maintaining strong risk and compliance disciplines.

In her new role, Spencer is positioned to build upon her extensive experience across loan processing, strategy, rural infrastructure, and operational leadership to support CoBank’s continued focus on efficient, scalable, and customer-focused business operations.

Spencer began her CoBank journey in November 2016 as Supervisor, Loan Processing of the Regional Infrastructure Business Group.

In that position, she oversaw document and closing teams supporting rural infrastructure businesses, including water, electric distribution, and telecommunications.

Her responsibilities combined operational oversight with people leadership. She focused on creating innovative solutions, strengthening processes, and mentoring team members to support both personal and professional development.

This early leadership role established a foundation for her subsequent progression within CoBank, as she took on increasingly strategic responsibilities across loan processing and business operations.

In November 2019, Spencer became Director, Loan Processing, a position she held for more than four years. Her expanding responsibilities reflected her ability to connect detailed lending operations with broader organizational priorities.

In January 2024, Spencer was promoted to Vice President, Loan Processing Strategy, a role she held until August 2026.

In this role, she led a team of loan administrators specializing in areas including commercial real estate, construction, homebuilder lines, and complex and attorney-prepared loans.

Her responsibilities included monitoring adherence to loan policy, helping manage lending risk, improving loan documentation and servicing processes, and maintaining relationships with vendors, title companies, attorneys, and other stakeholders.

She also managed reporting for senior management and board members, along with call report schedules and problem-asset reporting.

This experience strengthened Spencer’s understanding of commercial lending risk, governance, operational controls, and stakeholder management.

Supporting Banking Transformation and Integration

Earlier at Northstar Bank Colorado, Spencer served as Assistant Vice President | Loan Servicing Manager.

During this period, she created processes for loan committees, including meeting minutes, reporting, and the distribution of approvals.

She also developed procedures for loan booking and funding, followed by auditing processes designed to verify accuracy.

One particularly valuable experience involved supporting a bank merger, where she worked with vendors, customers, and employees through the conversion process.

This provided Spencer with hands-on exposure to organizational change, process integration, stakeholder coordination, and operational continuity–capabilities that have remained relevant throughout her subsequent leadership career.

Spencer’s banking career began at Colorado Community Bank, where she spent more than 11 years in progressively responsible positions.

As an Assistant Vice President, she worked across a broad range of banking activities, including branch operations, customer service, account opening, deposit products, internet banking, and loan operations.

Her lending responsibilities included working as a loan officer for loans below $250,000, portfolio management, loan research, collections support, and risk-monitoring activities related to real estate taxes.

She also participated in loan closings and supported lenders in preparing for transactions.

This broad operational exposure gave Spencer an end-to-end understanding of banking–from frontline customer relationships and deposits to lending, portfolio management, risk controls, and transaction execution.
